The Parkersburg-Marietta Construction Trades Education and Development Fund (PMCTEDF) began in 1996 and utilizes the combined knowledge of the Parkersburg Marietta Contractors Association and the Parkersburg Marietta Building Trades Council.  With the joint effort of the Contractors and the Local Trades the Education and Development Fund has been a success.  Eight trustees, four contractors and four local trades representatives, are designated to administer decisions and any necessary changes to the Substance Abuse Policies and Procedures, as well as any other changes deemed necessary to continue making the Education and Development Fund a success.

Since 1996 the Education and Development Fund has extended its services to include not only Drug and Alcohol Testing but, OSHA training, Hepatitis Vaccines, Lead/Zinc Testing, Pulmonary Function Testing, Respiratory Fit Testing, CPR & First Aid Training, Drug & Alcohol Awareness Training, Supervisor Training, and Criminal Background Checks. Serving six counties in Ohio and eight counties in West Virginia allows us to provide services to our 174 contractors and 24 union halls.  Currently the Education and Development Fund has performed pre-employment, post-accident and random drug screens to over 5,400 people annually with less than 1% of them being positive.  We aim for a standard of testing higher than is required by the standard DOT tests.  Our nine-panel drug testing, thorough steps for rehabilitation and assessment have proven affective in maintaining drug free work environments in Ohio and West Virginia.
